Program Manager

The ASTA Group, LLC (ASTA) is seeking an experienced Program Manager to lead on-site delivery of training, curriculum development, and technology-based instruction support. In this role, you will stand up and run the on-site Program Management Office, serving as the single point of accountability to the Government for performance, staffing, schedule, deliverables, and quality. You'll be the day-to-day face of the program to the Contracting Officer's Representative (COR) and academy leadership, keeping a cadre of instructors and support staff aligned, mission-ready, and performing to service-level expectations in a fast-paced, security-sensitive environment supporting a critical national communications mission. This is a highly visible leadership role for someone who thrives on owning a program end-to-end and building strong, trusted customer relationships.

You will:

  • Lead the on-site Program Management Office, providing oversight of performance, personnel, administration, scheduling, deliverables, resources, and financial reporting.
  • Serve as the primary liaison to the COR/ACOR and Government leadership, communicating issues promptly and driving timely resolution of concerns, complaints, and grievances.
  • Manage and support the instructor and support-staff team, ensuring positions stay filled and personnel meet all qualifications, certifications, and clearance requirements.
  • Ensure services consistently meet service-level agreements, acceptable quality levels, and customer expectations.
  • Prepare and deliver program deliverables and recurring reports (e.g., staffing/fill-rate, status, and management reports) and participate in periodic program and financial reviews.
  • Plan and execute contract phase-in and phase-out activities to ensure continuity of services without disruption.

Qualifications required:

  • Minimum of 5 years of relevant experience as a project/program manager, including at least 3 years supervising employees.
  • Demonstrated experience leading people and managing large, cross-functional teams.
  • Proven experience developing strategies to mitigate issues and risks.
  • Active Top Secret/SCI security clearance
  • U.S. citizenship.
  • Strong written and verbal communication skills, with the ability to interface effectively with senior Government leadership.
  • Availability for full-time, on-site performance during core business hours.

Preferred Qualifications:

  • Bachelor's or advanced degree, or PMP / other recognized project management certification.
  • Prior experience managing a training, education, or curriculum-development services contract, ideally in a DoD or federal environment.
  • Experience managing accredited training programs or supporting institutional accreditation standards.
  • Familiarity with learning management systems, instructional delivery, and technology-based/e-learning programs.
  • Prior experience supporting high-security missions.
  • Experience serving as a contractor liaison to a COR or Government program office and leading contract phase-in/phase-out transitions.
